You'll need to download the ZIP file from Softpedia, save it somewhere convenient, extract the contents using an archive manager, and then open a terminal. From there, navigate to the 'pdftk' folder (something like cd /home/softpedia/pdftk-2.02-dist/pdftk) and compile it for your operating system.
