Binary to Hex Editor is a lightweight and portable tool that gives you the possibility to open files and examine them directly via hexadecimal display, as well as make save modifications and save them to file. It features a couple of advanced options that can be tackled with ease.

Too bad that Binary to Hex Editor hasn't been updated for a while, and its set of features is a little light. Nevertheless, it facilitates a user-friendly workspace for opening binary files to edit hex code.
