As the name suggests, VGA Font Editor is a specialized tool that enables you to edit VGA ROM fonts. The program can be used in a wide variety of projects and does not require you to have an older hardware or DOS. In fact, the developer points out that the tool is designed to work with modern computers.
Typically, these fonts are embedded in the BIOS and you surely have it in your filesystem. However, these files cannot be replaced that easily, at least without some sacrifice, as hardcoding them will increase the code by 4K, which can be too much.
The alternative would be to store it in a file in a recommended PC Screen Font (PSFU) or Scalable Screen Font (SFN) format. If you managed to grab the font information, but it is not in the format accepted by the tool - PSF - then don’t fret, as you can use the bin2psf converted tool for this purpose.
As for the supported fonts, the developer claims that it should work well with anything you prefer. In fact, if you are a big fan of a particular font, then the render code can be ported to your favorite programming language and library with a little bit of effort.
