If you're looking for a simple and efficient method of turning images into PDF documents, you can try Image to PDF. It's a lightweight, fast and easy-to-use application capable of not only converting photos to PDFs, but also of merging multiple images into a single PDF file.
Following a fast setup operation that shouldn't give you any trouble, you're welcomed by a plain and simple interface. It's clear that Image to PDF doesn't put emphasis on appearance but wishes to focus on functionality instead.
Images can be added to the task list by selecting multiple files using the built-in file browser or by dragging and dropping them via Windows Explorer (or any other file manager you prefer). The main window shows the full path to each file and the only thing left to do is clicking the "Create PDF" button and specifying the destination and PDF file name.
The time it takes to finish everything mostly depends on the size of the photos. Once the job is over, Image to PDF offers to open the resulted PDF in the associated application so that you an explore results. Besides the fact that it's necessary to register (for free) using an email address at startup (confirmation via email is not necessary), there are no other notable options provided by this utility.
Several aspects have to be mentioned, however. The only supported format is JPG and JPEG, so no other types of photos can be turned into PDF using this tool. There is no option implemented for toggling photo merging and simple conversion, which means that all pictures added to the list will be automatically merged into one PDF file (it's not possible to create separate PDFs).
The photos are automatically resized to fit the PDF pages (the aspect ratio is preserved) and there is no setting to stop this. This means that quality will be significantly affected when smaller images are blown up to cover an entire page.
Image to PDF doesn't bring anything new to the table. However, it's a decent solution if you're looking for a simple and fast way to merge multiple JPEGs into one PDF, as long as you're careful with the image size.
